What I've seen is this, if you have an item that is needed for a quest, and have a stack of them, you can't get rid of them until you finish the quest. I've had this happen with several items. As for the question of the quest arrow, mightit be for the Red Eagle quest?

I'm going to attempt clearing Kolskeggr Mine and complete that quest, and any other Forsworn related quest I can find in my journal and any more that I come across in my travels.
